KCR Announces Four Telangana State Icons

Chief minister K Chandrashekar Rao on Monday announced Telangana’s four new state icons. They are: the State Animal — ‘Jinka’ (Deer); the State Bird — ‘Palapitta’ (Indian Roller or Blue Jay); the State Flower — ‘Tangedu’ (Tanner’s Cassia); and, the State Tree — ‘Jammi Chettu’ (Prosopis Cineraria).

These icons reflect the culture and tradition of Telangana state and three of them — ‘Tangedu’ flowers, Blue Jay and ‘Jammi Chettu’ — are associated with the popular festivals of Batukamma and Dasara.

While ‘Tangedu’ flowers are used in Batukammas, spotting the Blue Jay on Dasara is considered a good omen and people worship ‘Jammi Chettu’ on that day.

As for the deer, it is present in almost all the districts of Telangana. Though there were numerous proposals from various people for being chosen as the state icons, the chief minister finally zeroed in on these four icons. However, he did not name the official fruit, song, dance and sport of the state

Every state needs to have its own icons, more so a new state like Telangana. While three of the Telangana icons are different from those of the AP, the state bird – ‘Palapitta’ – is common to both the states.

While the icons of the undivided AP were selected keeping Seemandhra in mind, Rao opted for four separate icons to represent Telangana culture and tradition. KCR, who announced his decision on the symbols at a meeting with the officials, explained thus:

‘Jinka’: “Deer is deeply associated with Indian history and a reference to this graceful animal was there in the great epic Ramayana. It can survive in the smallest forests also. It reflects the mindset of the people of Telangana as it is very sensitive and innocent”.

‘Palapitta’: “Lord Rama spotted the ‘Palapitta’ before invading Lanka and vanquished Ravana. ‘Palapitta’ has been chosen to put Telangana on the path of victory”.

‘Jammi Chettu’: “Pandavas had vanquished a large army of Kauravas only after performing worshipping the ‘Jammi Chettu’. They had hidden their weapons on a ‘Jammi Chettu’ when they had been forced into exile in the forests. Now, Telangana requires the blessings of the ‘Jammi Chettu’.

‘Tangedu’ Flower: ‘Tangedu’ flower which is used during the ‘Batukamma’ festival by women folk is the most appropriate choice as the state flower.

Greater Hyderabad to Have 172 Divisions

GHMC commisisoner Somesh Kumar broached the delimitation issue with the chief minister when he met him at the Secretariat on Tuesday. In view of the increase in population as per Census-2011 (67,31,790), the number of the wards (divisions) is likely to go up to 172 from the present 150. The delimitation work will begin after issuance of a government order which is expected soon.

The government is required to complete the process before the third week of this month in the wake of a recent High Court’s direction to the municipal administration department and GHMC to carry out delimitation of wards as per the GO 570 of MAUD at the earliest. Only after the delimitation should the government hold elections of the GHMC, it said.

The state election commissioner wrote a letter to the GHMC asking it to comply with the court order that polls be held before December 3, when the term of the present body expires, as mandated under Article 243 U (3)(a) of the Constitution.

The SEC will need 35 days to complete direct election of corporators or ward members (28 days) and indirect election of mayor and deputy mayor (7 days). The election notification is to be issued in the last week of October so as to complete the process before Dec 3.

The SEC has, therefore, asked the state government and GHMC to chalk out the schedule for delimitation of wards and reservation of seats. Based on the Census-2011, the number of wards will increase to 172 from 150. The number of elected members for the first 50 lakh population will be 143 and for the rest of the population it will be 29.

For every 60,000 people over and above 50 lakh there should be one additional elected member. That means there will be 28 elected representatives for a population of 16,80,000 and one for 51,790.

TS’ First All-women Police Station Set Up at Gachibowli

Keeping the safety and security of women in mind, the state government has set up its first all-women police station at Gachibowli here.

The IT Corridor Women’s Police Station was inaugurated by minister for IT and panchayat raj KT Rama Rao along with transport minister P Mahender Reddy and DGP Anurag Sharma on Wednesday.

Another police station was also inaugurated in the same area.

The first all-women police station in the state consists of a reception desk, help desk, inspector’s office and a room for medicare and counselling of victims. A special emergency helpline has also been set up, and women may call at 9494731100 to register complaints and seek assistance.

The police station has one inspector, one sub-inspector, two head constables, eight constables and four Home Guards. A police car has been provided to the women police officers.

“An important feature of this station is that there is a special room for medicare and counselling where victims are taken care off by medical professionals,” says K Madhulata, inspector at the station.

KTR announced that another all-women police station would be established soon at Adibatla in Ranga Reddy district.

“It is necessary that even villages should have all-women police stations. There is shortage of women in the police force and we have requested the chief minister to allot 3 pc reservation for women in all ranks in the department,” Anurag Sharma said.

Mahender Reddy said 15 buses would be provided to the police.

Cyberabad police commissioner CV Anand gave a presentation on the work done by the Society for Cyberabad Security Council (SCSC). Formed in 2006 under the Societies Act, SCSC consists of IT companies, TSIIC and HMDA. There are 173 IT companies working closely with the Cyberabad police to ensure safety and security of Cyberabad IT Corridor.

7-year Norm to Determine ‘Local’ Tag

Seven years of education immediately preceding the qualifying examination has been taken as the basis for determining the ‘local candidature’ in accordance with Andhra Pradesh Public Employment Order 1975 for the division of government employees between Telangana and the residuary state of Andhra Pradesh in the draft guidelines issued by CR Kamalanathan Committee.

The committee issued the guidelines on Friday for allocation of the state services employees, who are around 51,000, between Telangana and Andhra Pradesh and published the same on the public domain – www.reorganisation.ap.gov.in.

As per the 19 pages of guidelines, Article 371-D of the constitution will continue to remain in force in relation to the states of Telangana and Andhra Pradesh.

All the state-level posts (non-territorial) in departments would be equitably apportioned between the two states in the ratio of population (58.32 for AP and 41.68 for Telangana) or on the basis of geographic intensity of activity in the two states. State governments will determine the departments, state-level posts that are to be divided on the basis of geographic intensity of activities of the departments.

All sanctioned civil services and civil posts that existed immediately prior to the appointed day (June 1, 2014) shall be allotted to both the states. However, sanctioned posts do not include posts approved to be filled-in on contract or by outsourcing.

State services employees (allocable posts) will be given option to indicate their preference to service in either of the two states and allocations will be made after taking their option into consideration. However, it shall be open to the central government to allot the person to any successor state in the administrative interest or in the exigencies of public service. The allocation shall be done in order of seniority as available on June 1, 2014.

Those who have opted, who are ‘local candidates’ relatable to the state to which they have opted, shall, in order of their seniority, be considered for allocation first. If allocable posts in that category remain, others will be considered in reverse order of seniority by allotting the junior most.

Employees who are not local in relation to both states will be allocated on the basis of nativity or domicile based on due verification and certification of nativity or domicile by the head of the department concerned. Employees belonging to SC/ST communities shall be considered for allocation on the basis of their option, if they are local candidates or domicile. In the event an SC or ST employee has not exercised his option they will be allocated to the State of their domicile, as determined on their service register.

Class IV employees and drivers of light vehicles shall be allocated on the basis of option or local candidature, as far as possible. Spouse of All-India Services officers who is a state government employee shall be allocated, where so desired by the spouse, to the state to which AIS officer is allocated. Spouses in state government and related state government institutions shall as far as practicable be allocated to the same state, after considering their options.

Cases of alleviation of extreme personal hardship of state government employees will be exception to the principle. Widowed, legally separated and divorced women employees may be considered for allocation to the state to which option is exercised. Handicapped persons of more than 40 per cent disability may be allocated on the basis of option, subject to the procedure prescribed by the state government. Employees facing serious medical hardships (cancer, by-pass surgery, kidney transplantation of failure) be considered for allotment on special ground on priority on the basis of their option, subject to strict proof of verification.

Employees have to exercise their options in the prescribed proforma published along with the guidelines and submit the same to the Member-Secretary, Advisory Committee, GA State Reorganisation Department, AP Secretariat electronically and through the proper channel indicating their preference for either of the states within two weeks from the date of public notification calling for options.

Scrutiny of statements made in the option forms shall be done and factual accuracy of the statements made therein certified by the head of the department under whom the employee is working. If no option is received within the prescribed time, or where an employee is willing to be allotted to either of the two states such person shall be allotted based on the other criteria. Options once exercised cannot be changed.

After the distribution of posts is finalised, a tentative allocation list for all employees will be drawn up.Any objections by employees should be made within two weeks from the date of the publication of the tentative list.

The ambiguity over their temporary allocation among the employees has been finally put to rest with the issue of draft guidelines by Kamalanathan Committee. We are mostly satisfied by the guidelines though we have certain reservations pertaining to ‘local status’. We will submit our representations, if any, to the committee as advised.

In spite of our representation to the committee through our Chief Minister and Chief Secretary, none of the objections and suggestions were considered. Hyderabad may go Delhi way

After having come to power in Telangana, the TRS is now aiming to take control of the Greater Hyderabad Municipal Corporation. Towards that end, the TRS government is mulling trifurcation of the civic body into Hyderabad, Secunderabad and Cyberabad municipal corporations.

Such a trifurcation will ensure better administration and development in three core regions of Hyderabad, sources said. The proposal takes the cue from Delhi, where the Municipal Corporation of Delhi was trifurcated into North Delhi, South Delhi and East Delhi Municipal Corporations in 2012. Similarly, Mumbai city has two corporations, the Municipal Corporation of Greater Mumbai and Navi Mumbai Municipal Corporation (NMMC).

Sources said initially, Telangana chief minister K Chandrasekhar Rao was in favour of bifurcating GHMC into two entities, Hyderabad and Secunderabad municipal corporations.

However, some leaders reportedly suggested that Cyberabad should also be made a municipal corporation by merging it with some more surrounding villages. Following that, the TRS government is warming up to the idea of splitting GHMC into three entities.

TRS sources said the trifurcation of GHMC will not only pave the way for better administration and focused development, but will also help the party to capture power in the civic bodies. As of now, the TRS does not have representation in the 150-ward corporation and it is likely to contest the next election by allying with the Majlis-Ittehadul Muslimeen (MIM), which, incidentally, has been sharing power with the Congress for the past five years. The TRS may consult its new ally MIM before taking a decision on splitting GHMC into two or three corporations, the sources said.

“GHMC elections are due in December this year. If the bifurcation or trifurcation happens, the state government may have to postpone the elections for about six months for delimitation of wards and to complete other procedures,” a city TRS leader said.

Both Hyderabad and Secunderabad were separate municipal corporations till 1960 and merged later. The Hyderabad Municipal Corporation Act, 1950, created two separate corporations for Hyderabad and Secunderabad and then merged the two bodies in 1960 and converted into Municipal Corporation of Hyderabad (MCH) in order to ensure effective administration and financial strength. At that time, the MCH’s population was just 16 lakh spread over 73 sq kms and the corporation’s annual budget was just 1.5 crore per year.

In April 2007, the erstwhile MCH and surrounding 12 municipalities were merged and Greater Hyderabad Municipal Corporation was created covering an area of 625 sq kms.

Attempts were made by the previous Congress state governments to add another 36 villages into GHMC but they did not succeed due to resentment from the people’s representatives and court cases.

K’nagar a Model City

Karimnagar :

An autonomous committee has been set up with the Mission of Karimnagar City Renovation (KCR) to develop Karimnagar as a model city.

The 12-member committee, set up three days back, is headed by Karimnagar MP B Vinod Kumar and has MLA, Karimnagar Municipal Corporation (KMC commissioner, mayor and deputy mayor and seven prominent residents of the town as its members.

A brainchild of Karimnagar MLA Gangula Kamalakar, the committee has already collected `5 lakh as donations from the public.It will work parallel to the KMC. Revealing this to newsmen here on Sunday, Kamalakar said that to ensure transparency, the committee had opened a bank account in the name of the KMC commissioner and donors could directly deposit their mite into it.

He pointed out that the city of Dayton in the United State had been similarly developed with public funds.

Meanwhile, the committee launched its first activity on Sunday — that of making Karimnagar green by planting 120 saplings in the KMC’s 4th Division/Ward. Division/Ward. The committee proposed to plant 1 lakh saplings over a period of time.

Sniffer Dogs to be divided between Andhra Pradesh, Telangana

After dividing the police force, the trained sniffer dogs were divided between the two states. Apart from making the sniffer and tracker dogs stationed in each region to stay put, the intelligence security wing dogs were also distributed. According to ISW officials, AP got 10 sniffer dogs while Telangana got eight based on the population.

DSP of dog training academy at Moinabad K. Subrahmanyam said, “The dog squads are divided, but the training academy is the same. We have 40 dogs being trained in our academy and they will be inducted to the police force as per the earlier requests. We already have five attacker dogs of Belgian Malinois with Octopus the anti-terror force.

In the present batch that is undergoing training, we have five more Belgian Malinois being trained.” However, the requirement for sniffer and tracker dogs from the districts has been increasing. In Machilipatnam on Thursday a sniffer dog died and police cremated it with the official salute. “Several dogs have become old and sick. There are deaths reported from the district units regularly,” said an official.

2.15 acres of defence land for Metro station

Chief Secretary Rajiv Sharma and Hyderabad Metro Rail (HMR) authorities have informed the Chief Minister K. Chandrasekhar Rao that different technical options were being explored to consider taking the Metro Rail alignment underground in front of Legislative Assembly and slightly diverting the alignment of corridor-II (JBS-Falaknuma) away from Sultan Bazaar.

Services of eminent technical experts should be taken to explore the varied options, the Chief Minister instructed after a detailed discussion with Chief Secretary Rajiv Sharma, MA&UD Principal Secretary S.K Joshi and HMR MD N.V.S. Reddy.

Mr. Rao once again instructed the metro rail authorities to ensure that no heritage structure is disturbed by the elevated viaduct alignment. Telangana Martyrs’ Memorial at Gun Park should be protected as also the view of the Legislative Assembly and the M.J. Market, apart from preserving the heritage value of Sultan Bazaar, senior officials said on Thursday.

Meanwhile, following the CM’s intervention, the project got the defence ministry approval for transfer of 2.15 acres of its land for construction of the Parade Grounds interchange Metro station and Right of Way for the Metro Rail for a length of 2.23 km in defence areas. The issue was lingering on for the last four years and successive chief secretaries were pursuing it with defence secretary and cabinet secretary in the past.

Mr. Rao thanked Defence Minister Arun Jaitley for allowing transfer of land and also thanked Urban Development Minister M.Venkaiah Naidu for facilitating fast clearance of recommendatory letters for concessional import tariffs for metro rail equipment.

With the defence ministry’s clearance, construction of Parade Grounds Metro station connecting the corridor-II and corridor-III (Nagole-Shilparamam) can be taken up now along with viaduct construction from the DCP North office in Marredpally to Secunderabad PG College (Paradise).

About 2.15 acres of defence land in front of Ganesh temple in Secunderabad will be handed over to HMR and in return, HMR will transfer 1.68 acres of old Gandhi hospital land for constructing a ‘Sainik Aramghar’ admeasuring 60,000 sft on it at HMR’s cost. The ministry has also permitted usage of 3.65 acres of defence land by HMR for construction of Metro Rail pillars and viaduct on a long term annual license fee basis, officials added.

Telangana Vidyavanthula Vedika released the model of Telangana state map and how it will look on the India map, at the Press Club, Somajiguda, here on Tuesday. The official map will take some time to be released. T

he model map was released by TJAC chairman M Kodandaram, TNGO president Deviprasad Rao, TJAC leader Mallepalle Lakshmaiah and senior journalist Ramachandra Murthy. Speaking on the occasion, Kodandaram said the Telangana map is released to identify the new state in India map and to indicate its geographical boundaries with neighbouring states. He said Telangana state lies at the centre of India and will act as a transit zone for states like Maharashtra, Karnataka, Chhattisgarh and Odisha in respect of trade and commerce.

Telangana, by its geographical location, has all the possibilities to emerge as a textile hub, he said and emphasised the need for improving road infrastructure for enabling better transportation links with other states. “Road infrastructure in Warangal, Karimnagar and Adilabad need to be improved,” he said. Kodandaram said along with Pranahitha project, bridges should be constructed over Godavari river for connecting Telangana with Maharastra and Chhattisgarh in a better manner. “The area between Ramagundam and Kagaznagar should be developed as an industrial belt. The map is also important for creation of new districts and delimitation of constituencies.”

TNGO president Deviprasad said finally the long cherished dream of Telangana people got realised. “Now, the task it rebuilding it and proving wrong the criticism that small states are not viable. When we say development, we don’t mean creating some infrastructure and buildings. Development means improving the living standards of everyone.”

Telangana Vidyavanthula Vedika president Mallepalle Lakshmaiah, who published the map said though official version of the map will take time, they wanted to bring out a model of the political map and show the people how our new state looks on the map of India. Government portals up and running

The two new States have their respective flagship websites and those for govt. utilities, albeit with limited capabilities

The government web portals of newly-formed Telangana and Andhra Pradesh are up and running, albeit with diminished capabilities and features for visitors. The homepage of the much-visited portalwww.aponline.gov.in now has two links that takes users to the respective portals of Telangana and Andhra Pradesh.

The website for Telangana’s government orders (http://goir.telangana.gov.in) is active and has begun uploading the first few government orders that were released by General Administration Department (GAD) immediately after Chief Minister K. Chandrasekhar Rao took office.

The homepage of the eseva portal (www.esevaonline.com) now has two separate links with maps of Telangana and Andhra Pradesh. Similarly, the homepage of the APCPDCL website (www.apcentralpower.com) provides a link to Southern Power Distribution Company of TG (www.tgsouthernpower.com).

The website for Telangana on APOnline (http://aponline.gov.in/tgportal/index.aspx) retains the same features that existed in the earlier website, including sections like citizen login, RTI Act, Government Orders, etc. However, these features are yet to be activated and upgraded with fresh information.

In addition to APonline, an entirely new website of Telangana (www.telangana.gov.in) has also been launched, although with limited capabilities. Several sections in this portal including government departments and services are yet to be fully completed, upgraded and activated. Some of the sections in the website like ‘key contacts’ takes the user to the already existing links on APOnline that has old information.

It is yet unclear whether the new portal www.telangana.gov.in and the Telangana portal on APOnline will function simultaneously because a lot of services, sections and links in both these websites are same.
